Inhabitant of the State at the time of the election
A Certificate of Candidacy designating the individual as a candidate to appear on the Primary ballot for an elective office must be filed in person at the appropriate election office. At the time of filing the Certificate of Candidacy, a candidate for State or local office is also required to have established an authorized candidate campaign committee.
