Assume the war drums are beating for a U.S. or U.S.-allied strike on a far-away nation. Further assume that the case for such a war is weak, but intelligence analysts are pressured to make it anyway. Assume that somewhere on the shoddy path to this fiasco, mistakes are made that constitute violations of law, mismanagement, or danger to public health or safety. Further assume that these intelligence analysts cannot dissent in their agencies without risking their jobs, and their path to Congress is deterred by a toothless law.
