The definition of “Table scrap state” is “a state where cissexual lesbian, gay, bisexual people have full or nearly full civil rights guaranteed under law, leaving the transgender community with at best table scraps.

Table scrap states to date are Massachussetts (2004), New Hampshire (2009) and, pending a vote in the Senate, New York (2011).
