Liveblog – House Floor Debate on Health Care Bill (Five)

Welcome to part five of the liveblog on the House of Representative’s health insurance reform vote (live on C-Span). With the announcement of a deal with Bart Stupak (D-MI) it seems very likely that the bill will pass.

8:41 pm – Brett Guthrie (R-KY) focuses on the “unfunded mandates” in the bill.

8:42 pm – Raul Grijalva (R-AZ) focuses on the increased resources for Indian health care.

(Democrats are talking a lot about the ability of children to stay on their parents’ policies until they are 26. It is one of the few deliverable people will actually feel before 2014.)

8:52 pm – Ruben Hinojosa (D-TX) is focusing on the benefits of the student loan reform. (Which is the best part of the reconciliation package.)

8:55 pm – Jeb Hensarling (R-TX) is going through the greatest hit of republican complaints. Special deals, Medicare cuts, rationing, big price tag. Calls the CBO letter on the bill is “garbage in garbage out.”

9:00 pm – Scott Garrett (R-NJ) says the bill will be found unconstitutional because it forces people to buy a product from a private company. (This will be a big deal in the midterm election.)

9:08 pm – Cynthia Lummis (R-WY) says the bill has a government takeover of the student loan business (I guess Republicans proudly defend a program which has become a massive bailout of an industry which has become a great example of lemon socialism.)

9:17 pm – Mike Pence (R-IN) “we are breaking history.” He calls Obama the most pro-abortion president in this nation’s history. (Funny because he will soon sign one of the biggest roll backs of abortion in decades. It is amazing that even without the public option Pence is still calling this a government takeover of health care. Democrats get all the blame of socialism without the benefits of producing a popular public program like Medicare.) Says we are on a pathway to socialized medicine.

9:25 pm – James Clyburn (D-SC) “This is the civil rights act of the 21st century.

9:33 pm – Shelley Moore Capito (R-WV) (For reasons I can not understand Capito is trying to make the bill sound like the most evil blanket ever created. FYI to her speech writer: it is just not possible to make a blanket sound evil.)

9:46 pm – Eric Canter (R-VA) the only thing bipartisan about this health care bill has been the opposition. (Cantor loves saying $1 trillion overhaul.)

9:56 pm – Rosa DeLauro (D-CT) says this is probably the most important vote they will ever take. She goes over the history of attempting to reform our health care system.

10:03 pm – John Boehner (R-OH) speaks tonight with a “heavy heart.” We should be looking at pride on this legislation but that is no the case. No one thinks this legislation is satisfactory. (Boehner is asking questions so his members can yell NO back to him. For some reason Boehner just seemed to admit his members did not bother to read the bill.) “We should have the courage to announce are votes one at a time.” He is asking Pelosi to have a call of the roll. Boehner begs the members of the House to vote against the bill.

10:14 pm – Nancy Pelosi takes the floor with lots of clamping. Tonight we will make history. “This is an American proposal that honors the traditions of our country.”

Republicans just booed the “leadership of our President Obama.”

Pelosi makes the case that the bill will be a boon for entrepreneurs who want to start their own businesses. Pelosi mights a steady point by point argument for the bill. She is now listing many major groups that have endorsed the bill. She takes a moment to honor Ted Kennedy.

10:30 pm – Time for debate has finally expired. The voting on the Senate comprehensive health care bill will begin. Boehner request a roll call vote. It is a 15 minute vote.

10:36 pm – up to 183 yes votes so far…

10:40 pm – up to 200 yes votes so far…

10:42 pm – 208 only 8 more votes needed…

10:44 pm – 216! the health care bill will not (sorry typo) now pass.

10:48 pm – Obey gavels the vote closed.
