More good news for DC

In the same bill that allowed medical marijuana in DC, there are a lot more goodies that loosen up restrictions for the District. For example:

Congress took an important step toward granting the nation’s capital more control over its own affairs Thursday as the House voted to remove a measure that bars the city from using local tax money to help low-income women pay for abortions.

Does all this point to DC home rule in the future? Will I finally be able to elect a Member of Congress that can vote? (No offense to the Honorable Norton, who does a tremendous job advocating for DC without those votes.) Here’s hoping.
