How does one publicly prove 'testicular virility'?

Blagojevich is defending his use of the phrase “testicular virility” to describe his determination to make tough decisions. [He may want to bottle it and send it around to some Dems that badly need some.]

Illinois Gov. Rod Blagojevich said today that the people of Illinois know what he meant. He calls it — quote — “baloney” to suggest the phrase excludes women or is inappropriate for a governor to use.

The Democratic governor says he used the phrase to mean political courage that both men and women can exhibit.

Blagojevich made the remark Monday to explain his decision to temporarily close a landfill run by a distant relative of his wife. The governor said other politicians might overlook a problem involving a relative but he had the “testicular virility” to step in.

The phrase has prompted both laughter and complaints that it was undignified for a governor to say.
