I think this is one of the understatements of the year: Insurgency a Problem for Iraq Rebuilding (WP). Uhhh…yeah. Rebuilding is the least of your worries.

Iraq is hoping to hold national elections in just over two months’ time, but events in Mosul last week, where the police force all but collapsed, have underlined just how challenging that plan could prove.
