“Costa Rica asked the United States to remove it from a list of Iraq coalition partners on Thursday after the country’s Constitutional Court ruled that inclusion on the list violated the Constitution, which bars support for any military action not authorized by the United Nations.
…A White House spokesman, Scott McClellan, said the United States would be willing to remove Costa Rica, though a White House Web site still had the country listed on Thursday evening. ‘Every country has to make their own decision about how they want to participate, and in what ways,’ he said. ‘And if that’s what they want, then I’m sure we will do that.'”
